2009 Annual Report to Members

The Council's first year had been a tremendous success, and we thank all of you for making it possible.  CLER was founded to provide a voice for Reserve Country.  To do this, we've counted numbers, completing the first national census of RLEOs (71,000+).  We've also searched the net for Law Enforcement Reserve Programs (LERPs), and we've found more than 1,000 so far. 

As the year wraps up, visits are up 300%, sites originating visits are up 750%, and our hits are up 70% for the final quarter.

Part of our mission is professional development for RLEOs.  We do this by providing current news and information, collecting and analyzing statistics, and by providing professional accreditation for our members.  Our goal is to provide parity with full-time LEOs, in keeping with our motto "Professional Equals."  CLER is providing support for state-level activities that should improve our lives.  Eventually, we should be able to receive reciprocity for training when qualified and experienced RLEOs move from one state to another.

To improve our ability to represent Reserve Country, we need to organize.  To organize, we need members.  To date, we have more than 120 active members.  Of these 52 have completed the accreditation survey:  40% are MPOs; 36% are JPOs: and 24% are PPOs.  CLER has clearly been attractive to experienced RLEO leaders.  We have recently implemented outreach tools, including a monthly newsletter and a facebook site, to improve our exposure.  More improvements are coming.

We want your feedback, and your participation.  Send us current news about your reserve program.  Our news area proves that RLEOs are contributing to the public's safety across the nation.  We look forward to a great year in 2010.  Thanks for being involved in Reserve Country.
