CLER 100 Program

We are now accepting applications for LERPs that  can certify that 100% of their RLEOs are members of CLER.

CLER-100 Agencies will have the right to display a special sticker that demonstrates their commitment to reserve law enforcement.

We will also maintain a list of CLER-100 certified law enforcement agencies.  And, this status will be noted in the LINKS area.

Interest in the Council is growing, but our ability to make an impact at the national level begins with our membership.  So, get the word out to your fellow RLEOs to join now.  We appreciate your dedication to the law enforcement profession, and to your willingness to donate your time, experience, services, personal resources and risk to protect your community.  Stay safe, and God Bless!

NY State Runs Counter to National Trends that Promote Reserve Programs

Dear Council:

Your letter hits the nail on the head when it comes to illustrating the difference between RLEO programs across the country when compared to New York.

Any meaningful change needs to be made at the State legislative level. However the current political climate in New York strongly favors public employee unions who are strongly opposed to any efforts to organize volunteers to do the job of police officers who generally enjoy generous compensation, overtime, benefits and pensions that are calculated on the officer's 3 highest paid years.  Employing volunteers in a law enforcement capacity is seen as a threat to overtime which in turn reduces a career police officer's pension.  In New York, police officers enjoy a 20 and out pension meaning an officer who came on the force when he was 21 years old can retire on a full police pension at 41, and continue to receive that pension while he continues to work in a 2nd career (and if the retired officer returns to public sector employment - he'll receive a 2nd public employee pension on top of his police pension).  There is enormous political pressure on our State lawmakers because of the massive number of public sector employees and unions in New York (a voting bloc of approximately 1.3 million votes in a state with 18 million population).

CLER Accredited Reserve Programs

This section features Agencies with Law Enforcement Reserve Programs (LERPs) that are accredited by the Council for Law Enforcement Reserves. Accreditation is achieved when each Agency completes the LERP Survey found in the Member Services area of the ReserveCop.Com™ website. Once completed, the survey will be evaluated by CLER™, and a ranking will be designated for the Agency.

CLER Accreditation

Welcome to the accreditation area of the Council for Law Enforcement Reserves (CLER™). This is the heart of our mission goal for recognition. CLER™ Accreditation – CLERA – recognizes the professional status of our members: both RLEOs and their agencies.

RLEOs are accredited to one of three grades of professional attainment. LERPs are accredited to one of four grades of agency achievement. For members, initial ratings are based upon their completed surveys, found in the ReserveCop.Com™ section of this website, in the member services area. Over time, one's ranking may be improved by experience and other objective criteria. Ratings are re-evaluated whenever members update their surveys. This is the member’s responsibility.

CLER Accredited RLEOs

This section features Reserve Law Enforcement Officers (RLEO) accredited by the Council for Law Enforcement Reserves. Accreditation is achieved by each RLEO completing the Officer Survey found in the Member Services area of the ReserveCop.com website. Once completed, the survey will be evaluated by CLER, and a professional rank (professional rating) will be designated for the RLEO.
